AED108A - Foreign languages most frequently known by people aged 18-69, according to the characteristics of the people who know them 
Definition Foreign language is any language known (used) by the respondent, other than the one he considers to be his mother tongue. People with a mother tongue other than Romanian could declare the latter as a "known foreign language".
Languages used means all languages that a person can understand or speak, even if very little.
