CDP103B - Employees from research - development activity (in full time equivalent) in enterprises sector, by ocuppation and activities CANE Rev.1 
Definition The employees from the R&D activity are expressed not only as a physical number of persons, but also in a conventional measurement unit called full-time equivalent, which is based on the evaluation unit representing a person who works full time during a certain period and on the conversion of the number of part-time workers in a full-time workers equivalent, taking into account the hours of work dedicated to the R&D activity.
The evaluation of human resources was performed as follows:
- persons working full time in the research-development sector (90% of time or more);
- persons mainly working in the research-development sector (50-90% of the time);
- persons working part time in the research-development sector (less than 50% of the time).

Observations Human and financial resources from research development
are presented by execution sector, according to the methodology stipulated in the Frascati Manual of OECD, 2015 edition, observing the model of those used in the National Accounts System, as follows:
- enterprises sector - legal units which have research development activity, no matter of legal status (commercial societies or organizations without patrimonial purpose) or any other unit no matter the ownership type (private majority or state majority) which produce goods or services for sale purpose. Legal units have tertiary education activities, are included in tertiary education sector;
- government sector includes all units belonging to public administration, those managing public business and applying the economic and social policy of the society, as well as the R&D national institutes;
- higher education sector comprises all profile units which develop the research-development activity in an organised manner;
- private non-profit sector contains unions, foundations, cultural and sportive associations, religious organisations (of cults), trade unions, parties and political formations, which carry out research-development activity.
Data for the period 1990 - 1994 are not available because the methodology was based on the recommendations of UNESCO (in the research and development activity, the design was also included) that were different from those used by OECD and Eurostat, according to the Frascati Manual. The UNESCO methodology was dropped since 1993.
