Definition |
The employment includes all persons involved in production activities which are registered within the limits of production in the national accounts.
Employees means all the persons who work, based on a contract, for a resident institutional unit and receive a remuneration registered as a remuneration of the employees. |

Methodology |
The regional accounts represent a regional breakdown of the national economy accounts. Without exception, they use the same methodological concepts. The regional accounts are made on three administrative levels, according to the Nomenclature of Territorial Units for Statistics (NUTS): NUTS1 representing the 4 macroregions, NUTS2 representing the 8 statistical regions and the extra-regional territory and NUTS3 representing the 41 counties plus Bucharest.
The general principle that must be respected in the elaboration of the regional accounts is the residence principle - the allocation according to the region in which the producing unit has its residence.
The regionalization method used is the descending one ("top-down") and involves the distribution of aggregates value at the national level between the different regions, using the distribution keys.
The employment according to the Household Labor Force Statistical Survey methodology shall comprise all persons aged 15 and over who have carried out an economic activity producing goods or services for at least one hour (meaning at least 15 hours for self-employed and unremunerated family workers in agriculture - prior to 2011) in the reference period (one week) with the purpose of obtaining income in the form of wages, salaries, in kind payment or other benefits.
According SEC2010 definition, the term employees refers to all persons who work, on a contractual basis, for a resident institutional unit and who receive a remuneration recorded as the compensation of employees.
In Romania, the employment data in terms of national accounts refers to the number of persons and the actual number of hours worked.
According to SEC2010, the total number of hours worked represents the sum of the hours actually worked as an employee or worker who carries out an independent activity during the accounting period. According to the ILO standard contained in the "Resolution on the measurement of working time" the hours actually worked are defined in terms of the time that people spend in carrying out the activities, which contribute to the goods production and to the services provision of during a period of specified reference.
The total number of hours worked corresponds to the sum of the hours actually worked during the accounting period by employees and workers who carry out an independent activity on the economic territory.
