Definition |
Trade balace FOB/FOB is calculated based on the value of export FOB and import FOB, as their difference.
FOB price (Free on Board) represents the price at the exporting country border, including the value of goods, all transport expenditure until embarking point, as well as all taxes paid for the goods to be loaded on board. Trade balace FOB/CIF is calculated based on the value of export FOB and import CIF, as their difference. CIF price (Cost, Insurance, Freight) represents the price at importer country border, including both the components of FOB price and the insurance and international transport costs. |

Methodology |
Starting with the 1st of January 2007, statistics of foreign trade with goods are compiled by cumulating the data from INTRASTAT and EXTRASTAT systems:
- INTRASTAT system: for intra-EU trade (exchange of goods between Romania and other member states of European Union);
- EXTRASTAT system: for extra-EU trade (exchange of goods between Romania and states which are not member of European Union).
Data sources
For 1991-2006:
-The National Agency for Fiscal Administration (NAFA), which collects and process export and import customs declarations.
-National Institute of Statistics which collect by statistical forms and process data for imports and exports of electricity and natural gas from importing/exporting companies through statistical forms. These data is subsequently submitted to NAFA in order to be processed and to complete The data obtained from Custom declarations.
Starting with 2007:
For intra-EU trade:
Intrastat statistical declarations collected by the NIS directly from the trade operators which achieved a value volume of intra-EU dispatches of goods or/and a volume of intra-EU arrivals of goods above the Intrastat thresholds established for each reference flow and which meet the conditions stipulated by Law No. 422/2006.
The percentage of the Intrastat collected data through the Intrastat statistical survey was of over 95.0% of the total trade volume, both for intra-EU arrivals and dispatches of goods. Data estimations were performed for the rest of the 5.0% representing the trade value below the Intrastat thresholds and the non-responses.
For extra-EU trade: The National Agency for Fiscal Administration (NAFA) which collects and processes export and import customs declarations. The economic operators authorized for simplified customs procedures send to NIS export/import data through a statistical form with a predetermined structure.
Data on the international trade of goods with electricity and natural gas are collected on statistical forms by the NIS from importing/exporting companies and from network operators (CN Transelectrica SA and SNTGN Transgaz SA).
Transit of electricity and natural gas is not included in the international trade of goods statistics.

For the year 1990 there are no avalible data due to the fact the Unique Goods Nomenclature used for the clasification of import/export is different from the one used starting with the year 1991. In 1990 the imports in Romania were claculated only with FOB prices. During 1991-1993 for external trade statistical purposes has been used the Harmonised System (6 digits detail level), which represents the base for Combined Nomenclature (8 digits detail level), used by INS since 1994. |
