The construction permit is the authority document of local administration which ensures the enforcement of legal measures in terms of location, design, execution and functioning of constructions.
The construction permit is issued to the beneficiary of the work, observing territorial planning documents, with a view to starting construction works. |

| Methodology |
The building is the permanent construction which arises above the ground, forming a whole from constructive and architectural point of view, isolated (at a distance) spatially or apart from others by exterior walls, with its own roof and separate entry.
Residential building is that building which is totally used or mostly (over 50 percent from living space or from constructed volume) for habitation.
Residential building for collectivities are those residential buildings used as collectivities dwellings, such as: nurseries, orphanages, hostels and hospital type hostels for elderly persons, etc.
Non-residential buildings are exclusively or mainly meant for other purposes than residential ones, in this category being included administrative buildings and other buildings.
Other buildings category includes: hotels and similar buildings, buildings for wholesale and retail trade, buildings for transport and communications, industrial and agricultural buildings, education, science, culture and art buildings, health care, physical culture and recreation, etc.
The buildings which are used in several purposes are included in building category with the high useful floor area.
(Total) useful floor (area) results from the built area of which it is substracted the area occupied by the walls (excluding fixed walls). |

| Observations |
This statistical survey is filled up by prefectures and county and local councils (including sector ones), the object of the report being construction licences issued for buildings during the year as well as for existent residential building extensions (excluding those for colectivities).
Statistical survey is realized beginning with the year 2002.
The building type are:
- residential building (excluding those for collectivities):
- residential buildings for collectivities;
- administrative buildings;
- other buildings (hotels and similar buildings, buildings for wholesale and retail trade, etc.).
Starting with 2009, other buildings category are available by:
- hotels and similar buildings;
- buildings for wholesale and retail trade;
- other buildings. |
