Definition |
It is calculated as the ratio between the pension amounts (according to the pension decisions) of the pensioners who receive pension in the reference year/quarter and their monthly average number multiplied by 12 (months), 3 (months), respectively. Starting with January 1, 1999, the amounts for the monthly average pension comprise, besides the rights from the pension decisions, the amounts for the supplementary pension (G.P.O no. 31/1998) and those for the health social insurance contribution (Law no. 145/1997, completed by G.P.O no. 30/1998). Beginning with July 1, 2000, the amounts for the monthly average pension also comprise the tax value for the amounts exceeding the threshold set up by the Law (G.P.O no. 87/2000). Starting with January 1, 2003, the amounts representing pensions do no longer include the health social insurance contribution (G.P.O no. 147/2002). Starting with January 1, 1967, besides the social insurance pension, the supplementary pension was set up (Law no. 27/1966). The funds necessary for the payment of the supplementary pensions are obtained from the employees' contribution. Starting with January 1, 2011, the amounts representing pensions include the health social insurance contribution (G.P.O no. 107/2010). As of 1 February 2017, according to the Law no.2 / 2017, the monthly taxable income from pensions is determined by deducting from the retirement income the monthly non-taxable amount of 2,000 lei, and for the persons physical incomes from pensions, the social health insurance contribution is borne by the state budget.

Observations |
The starting year for data series is 1995 when starts data collection in accordance with the structure of the retirement system. In 2023, the Constitutional Court decided that the provision of the Government's Emergency Ordinance no. 130/2021, which established the obligation to pay health insurance for people who receive income from pensions of more than 4,000 lei per month it is unconstitutional. |
