Definition |
Usually resident population represents all persons of Romanian nationality, foreign or stateless who have their usual residence in Romania.
Usual residence is the place where a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holidays, visits to friends and relatives, business, medical treatment or religious pilgrimage. The usual residence may be the same as the domicile or may differ from it, for the persons who choose to establish their usual residence in a locality other than the locality of domicile in the country or abroad.
It is considered having their usual residence in a specific geographic area just people who have lived in that usual residence for a continuous period of at least 12 months prior to reference moment.
The usually resident population includes the persons who immigrated to Romania but excludes the persons who emigrated from Romania. |

Methodology |
The data source is the statistical survey on Romania's usually resident population.
The indicators on the usually resident population were produced using processed data from administrative sources, data received from the national statistical institutes of Spain and Italy, the Eurostat database on the population and international migration as well as the results of an econometric model based on small-area estimation techniques with a view to assessing the size of international migration.
Age is expressed in the years reached during the year (for instance, a person of 24 years old and 11 months is considered to be of 24 years old).
a) For 2002-2011 period, the number of usually resident population was reestimated under comparability condition with the final results of the Population and Housing Census of 2011
b) Beginning with 2011, the number of usually resident population was estimated according to the criterion of usual residence, using component method and the data of the last available census.

The starting year for the data series is 2002.
Data are available on teritorial level up to county level starting with July 1, 2012.
In order to carry out international comparisons, it will be used only the usually resident population, calculated according to European regulations (Regulation no. 1260/2013 of the European Parliament and of the Council on European demographic statistics and Regulation no. 205/2014 laying down uniformed conditions for the implementation of Regulation no. 1260/2013 on European demographic statistics as regards breakdowns of data, deadlines and data revisions).
For national purposes may be used legally resident population, this one being especially useful for the requirements of national legislation (Law no. 273/2006 on local public finance, as amended and supplemented, Act no. 63/2010 amending and supplementing Law no. 273/2006 on local public finances and for establishing financial measures, Decision no. 410/1991 concerning the categories of counties, cities and towns).
The statistical data are revised constantly, according to the Revision Policy of INS.
Thus, the data for 2021 have been modified and are of "revised".
Data prior to 2021 will not be revised. |
