POP321E - Temporary immigrants by age groups, sex and country of birth - CONSTRUCTIE  
Definition Temporary immigrants are the persons who immigrate to Romania for a period of at least 12 months. Immigration means the action by which a person establishes his or her usual residence in the Romanian territory for a period that is, or is expected to be, of at least 12 months, having previously been usually resident in another country.
Usual residence means the place at which a person normally spends the daily period of rest, regardless of temporary absences for purposes of recreation, holiday, visits to friends and relatives, business, medical treatment or religious pilgrimage.

Data sources Long-term temporary international migration details 
Methodology Statistics on international migration are estimated according to the stipulations of EC Regulation no.862/2007 of the European Parliament and of the Council of July 11, 2007 regarding community statistics from migration and international protection field and repealing the Council Regulation (EEC) no.311/76 regarding the elaboration of statistics on foreign workers, amended by Regulation (EU) 2020/851 of the European Parliament and of the Council of 18 June 2020.
The estimation method of migrant flows consists of correlating data from the data sources. Data on emigrants and immigrants flows were estimated based on multiple data sources, the main ones being: the data provided by national statistical offices of Italy and Spain, the ''mirror statistics'' on international migration (the immigrants from Romania declared by the other Member State representing emigrants on Romanian statistics and, the opposite, the emigrants to Romania declared by other countries representing immigrants for national statistics), data from administrative sources.

Observations The data used to determine long-term temporary international migration comes from two types of data sources:
Administrative sources
- General Inspectorate for Immigration;
- Directorate for Personal Records and Database Administration (DEPABD);
- Passports General Directorate.
Statistical sources
- The Population and Housing Census of October 2011, done according to the stipulations of EC Regulation no.763/2008 of the European Parliament and of the Council regarding the Population and Housing Census;
- Annual migration flows series (immigrants and emigrants) sent by the national statistical offices from Italy and Spain;
- ''Mirror'' statistics regarding international migration from Eurostat database as benchmarks for the quality evaluation of the results from econometric model application;
The emigrants and immigrants are determined according to European Regulations (according to usual residence criterion).
The temporary immigrants include:
- foreign citizens or stateless who had previously been usually resident in another country and established their usual residence in Romania for at least 12 months.
- Romanian citizens who had previously been usually resident abroad for at least 12 months and returned in Romania for a period of at least 12 months.
Immigrants by usual residence will be taken into account when determining the resident population.
The data are available on country level.
