Economic unit represents an organisation (consisting of one or several persons) with legal entity, created in order to carry out certain activities according to the Law no. 15 and on Law no. 31 / 1990 with subsequent modifications of Law no. 507/2002 and Decree no. 44/2008. Social unit represents an organisation (consisting of one or several persons) with legal entity, created in order to carry out an activity devoted to social interest. Legal unit represents any economic or social unit having its own patrimony, which could conclude, on own account, contracts with third parties and defend their interests in justice (has legal entity). Legal units are either authorized natural persons or enterprise associations (as entrepreneurs) or legal persons. Enterprise is the group of legal units set up as an organisational entity producing goods, trading services or social interest services, enjoying decisional autonomy, particularly for ensuring its current resources. Active enterprise is the entity which, from economic viewpoint is active (during the observation period), namely it produces goods or provides services, outlay and draws up the balance sheet. Local unit is an enterprise or part thereof (workshop, factory, warehouse, office, mine or station a.s.o) situated in a geographicaly identified place. The average number of employees represents the arithmetic mean (calculated as ratio between total number of daily employees and the total number of annual days) who work for an employer and who have a contract of employment and receive compensation in the form of wages, salaries, a.s.o. Turnover (excluding VAT) represents the income resulted from sales of goods and commodities, execution of works and provision of servicies, excluding rebate, commissions and other discounts for the customers. Data on turnover do not include VAT. |

Non-governamental organisations represents associations and foundations, unions, political parties, religious associations created according to the Government Ordinance No. 26/2000, Law No. 62/2011, Law No. 14/2003 and Law No. 489/2006. Public institution represents the institution with legal personality, of the central/local public administration, which manages public financial resources. |

The data refers to the average number of employees at level sector of activity according to the MMSS order no. 311/06.11.2023 regarding the establishment of collective bargaining sectors and the corresponding 4-digit CAEN codes, as well as the approval of the Procedure for placing units in the collective bargaining sectors defined according to art. 1 point 21 of Law no. 367/2022 on social dialogue. We mention that some sectors of activity contain average number of employees common and other sectors. Active enterprises contain enterprise with non-financial economic activity and financial banking and insurance companies. The data were calculated according to the main activity coded according to the Classification of Activities in the National Economy - NACE Rev.2 approved by Order no. 337/2007 of the president of the National Institute of Statistics. NACE Rev.2 was developed in compliance with the European Commission Regulation no. 1893/2006 amending the European Economic Community Council Regulation no. 3037/90 regarding the Nomenclature of Activities in the European Community - NACE and the provisions of the Romanian Government Decision no. 656/1997 regarding the approval of the Classification of Activities in the National Economy - NACE. For sectors 26, 27, the data were calculated according to the number of workplaces declared at the Trade Register, and for sectors 23, 24 and 29, the data were calculated according to the form of ownership.
The data do not include the number of employees representing: - private entrepreneurs: authorized natural persons, individual businesses or family businesses, established on the basis of Government Emergency Ordinance no. 44/2008, liberal professions as defined by special laws, - personnel of the armed forces and assimilated with the exception of auxiliary personnel (MapN, SRI, MAI, etc) |
