Definition |
AROPE is a composite indicator adopted at the level of the European Union, to promote social inclusion and reduce poverty, which was revised in 2021 to reach the Europe 2030 Goal on poverty and social exclusion and represents the share of the total population of people at risk of poverty or social exclusion. The persons who are the object of the AROPE indicator are those in at least one of the following situations: 1) at risk of poverty, meaning below the poverty threshold; 2) severe material and social deprivation; 3) living in a household with very low work intensity (for people between 0-64 years old) |

Observations |
In order to monitor the implementation of the Europe 2030 strategy objectives on poverty and social inclusion, Eurostat has developed new social inclusion indicators and recalculated the series for the period 2015-2022. The indicators related to citizenship and country of birth apply to the population aged 18 and over. For the indicators that refer to another citizenship and another country of birth, the data are insignificant due to the low number of observed cases. |
