| Definition |
Starting with 1st of March 2002, the Law no.76/2002 regarding the unemployment insurance system and the employment stimulation came into force. According to the new law provisions, the registered unemployed is the person who cumulatively fulfills the following conditions:
a) looks for a job since the age of at least 16 years until the retiring age;
b) his/her health and physical and psychical capacities render him/her able to work;
c) has no job, gets no income or gets one, from legal activities according to the law, lower than the value of reference social indicator of unemployment insurance and stimulation of employment, in force;
d) is available to start work immediately if there was a vacancy;
e) is registered at the National Agency for Employment
The persons registered as unemployed at the agencies for employment and who hire, according to the law, in a locality at a distance longer than 15 km from their domicile, can receive an installation allowance, not taxable, for a 12 months period.
The persons registered as unemployed at the agencies for employment who hire, according to the law, into another locality located at a distance longer than 50 km from their domicile or residence town and, as a result of this, they are changing their domicile or residence in the respective locality or in the neighboring localities are entitled to receive a relocation (mobility) allowance, not taxable, and the amount is granted differently.
Similar to unemployed are:
- graduates of educational institutions and of special schools for persons with disabilities, aged at least 16 years, who, in a period of 60 days since their graduation, did not find a job according to their professional training.
Young at risk of social exclusion is the person aged 16-26 years old, which meets the requirements of the unemployed quality, registers at the employment agency in whose jurisdiction has the domicile or, as applicable, he resides and falls into one of these categories:
a) is in the child protection system or comes from this system;
b) has disabilities;
c) has no family or whose family can't provide livelihood;
d) has dependent children;
e) executed one or more custodial sentences;
f) is victim of human trafficking.
The Agency for Employment conclude a contract of solidarity with the young at risk of social exclusion for a period of up to 3 years, but no less than a year, given that, when concluding the solidarity contract, the young man did not reach the age of 26 years.
NEET young - young aged between 16 and 24 who does not have a job, is not enrolled in an education system and does not participate in vocational training activities. |

| Observations |
1) Starting with 2005, the category of recipients of unemployment benefit and professional reintegration benefit was replaced with recipients of unemployment indemnity ( unemployed with working experience) and recipients of unemployment indemnity (unemployed without working experience) according to articles 39 and 40 of law 76/2002 regarding on unemployment insurance system and on incentives for labour force employment.
2) Starting with 2005, the category recipients of unemployment benefit and professional reintegration benefit was replaced with recipients of unemployment indemnity (unemployed with working experience) according to article 39 of law no. 76/2002 regarding on unemployment insurance system and on incentives for labour force employment.
3) Starting with 2005, the category recipients of reintegration benefit was replaced with recipients of unemployment indemnity (unemployed without working experience) according to article 40 of law no.76/2002 regarding on unemployment insurance system and on incentives for labour force employment.
