Definition |
Public intervention on the labour market (according to LMP methodology) represents public intervention aiming at efficient functioning and disequilibria correction on the labour market. Public interventions are different from other interventions of general government because they are meant for special groups of persons of interest for the good functioning of labour market. Public interventions are of various types: 1. Labour market services - refer to interventions on the labour market for persons (participants) seeking for a job, without changing their status on the labour market, only in order to find a job. 2. Labour market measures (active measures) - refer to interventions on the labour market regarding participants whose main activity is to seek for a job actively, and ends by changing their status on the labour market. 3. Labour market financial supports (passive measures) - refer to interventions providing financial assistance, directly or indirectly, for disadvantaged persons on the labour market. Transfers to persons - represent public expenditure directly transferred to persons paid in cash or as discounts of compulsory taxes. Transfers to employers - refer to public expenditure directly transferred to employers paid in cash or as discounts of compulsory taxes. Transfers to providers of services - are public expenditure directly transferred to providers of goods and /or services for persons or employers as direct services (for instance, vocational training or consulting) for the benefit of participants. Other expenditure - are those expenditure which cannot be detailed by type of direct beneficiary. |
