Definition |
At-risk-of-poverty rate is defined as the share of poor persons (according to the relative method of estimation) in total population. According to this method, the persons from the households with an equivalised disposable income lower than the at-risk-of-poverty threshold are considered poor persons. Usually, this indicator is determined for the 60% threshold from the equivalised disposable income median. Defining the poverty threshold as a percentage of 60% from the median of distribution of people according to the level of equivalised disposable income is a convention, but established on the basis of statistical considerations. A first measure of the severity of poverty is calculated by poverty rates vis-a-vis various other thresholds, more severe or more 'relaxed' than the standard 60%. At-risk-of-poverty rate, at threshold of 40% of equivalised disposable income median represents the share of people who have an equivalised disposable income lower than the poverty threshold of 40% from the median of equivalised disposable income, in the total population. |
