TAC0113 - Target 1 - Social - At-risk-of-poverty or social exclusion rate (AROPE) by sex, age groups, development regions and macroregions 
Definition At-risk-of-poverty or social exclusion rate (AROPE) is a composite indicator adopted in the European Union under the Europe 2020 Program to promote social inclusion and reduce poverty, representing the share in the total population of people at risk of poverty or social exclusion.
The people who are the object of the AROPE indicator are those in at least one of the following three conditions:
1) at risk of poverty, meaning below the poverty threshold;
2) in a situation of severe material deprivation;
3) living in a household with very low work intensity.
Severe material deprivation refers to people who, due to lack of financial resources, can't afford at least four of the nine components considered essential for a decent living, such as: to pay for arrears (mortgage or rent, utility bills or hire purchase instalments); to keep home adequately warm; the possibility to face unexpected expenses; one week annual holiday away from home; a meal with meat, chicken or fish every second day; or could not afford (even if wanted to): a washing machine; a colour TV, a telephone; a personal car.
The persons living in household with very low work intensity are persons (up to 60 years old) in households where the adults of working age worked a working time equal or less than 20% of their total work-time potential during the previous year.
The people of working age are the people aged 18-64 years, who are not dependent or inactive children.

Observations - Data are available starting with 2008.
- In the period 2008-2014 have been recalculated social inclusion indicators from the survey on the quality of life (ACAV).
- These indicators recalculation was made by calculation of the coefficients of expansion based on resident population from Population and Housing Census 2011.
From 2021 onwards, data is no longer computed using the old definition. To monitor the implementation of the Europe 2030 strategy goals on poverty and social inclusion, Eurostat has revised the indicator, now located in matrix TAM0126 - Target 1 - Social - Rate of risk of poverty or social exclusion (AROPE-new definition), by gender, age groups, development regions and macro-regions.
