TAO0132 - Target 3 - Environment - SHARE OF THE BUDGET ALLOCATED TO THE ACTIVITY OF THE GENERAL INSPECTORATE FOR EMERGENCY SITUATIONS IN THE TOTAL GOVERNMENT EXPENDITURES 
Definition Represents the percentage ratio between the budget allocated to the activity of the General Inspectorate for Emergency Situations and the total government expenditures.
The budget allocated to the activity of the General Inspectorate for Emergency Situations includes the total expenses allocated to the activity of prevention and intervention for firefighting, release and first aid SMURD, saving people and limiting damage caused by floods, landslides, seismic movements, epidemics, epizootics, snow , drought, assistance to people in critical situations, intervention in technological, radiological, nuclear, biological or other natural or man-made disasters.
Total government spending consists of current and capital expenditures. Current expenses include expenses related to production (compensation of employees and intermediate consumption), interest, transfer payments (such as social benefits, current subsidies and other current transfers).
IGSU monitors and manages the risks posed by climate change such as floods, droughts and vegetation fires, assesses the risk and decides the need and type of intervention.
These activities have an impact on disaster risk reduction in all sectors.
This indicator is used to measure the progress made in consolidating the unitary national system of emergency response services.

Methodology This indicator is calculated by relating IGSU's expenditure budget to total government expenditure, multiplied by 100.

Calculation formula:
X =A1/A2 x 100
Where:
X The share of the budget allocated to the activity of the General Inspectorate for Emergency Situations in the total government expenditures
A1 IGSU's expenditure budget
A2 Total government expenditure
The budget allocated to the activity of the General Inspectorate for Emergency Situations is calculated according to the legal provisions in force at the date of establishing the indicator, the number of indicators approved in financing, consumption and endowment norms, technical norms on ensuring the necessary maintenance, operation and repairs, objectives and actions investment.
