Definition |
The indicator measures the share of the population aged 18 to 24 with at most lower secondary education who were not involved in any education or training during the four weeks preceding the survey, in total population aged 18 to 24 years. It is considered with low level of education the graduates of at most gymnasium, primary school or without graduated school. SDG 4 Quality education: the indicator directly measures the implementation of target 4.1 on reducing the rate of early school leaving in the educational system. This indicator shows the proportion of young people with a low level of education, practically people with a high risk of poverty, social exclusion and marginalization, and also shows the efficiency of the education system. |

Methodology |
It divides the number of young people aged 18-24 with a low level of education who were not involved in any education or training during the last four weeks preceding the survey to the total population in the same age group and multiplies by 100. |

Since 2015: - the volume of the sample increased to 28512 dwellings / quarter (compared to 28080 dwellings / quarter in the period 2004-2014); - the sampling fraction is approximately 0.38%; - the number of research centers and, respectively, of the interview operators is 792 (compared to 780 in the period 2004-2014). A new framework regulation on European statistics on persons and households, based on individual data collected from samples (Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019) has entered into force in 2021. This, together with the delegated and implementing regulations issued in its application, constitutes the new legal basis of the Labour Force Survey - AMIGO (Labour Force Survey - LFS) . These legislative changes have brought about a number of important methodological changes aimed at improving the comparability of results between EU Member States (a new definition of employment, a change in the method of collection, a standardized questionnaire used to collect data, etc.).
Major revisions of survey definitions were done in 2002 and 2021. Thus data, beginning with 2021, are not comparable with those published for previous periods.
