Definition |
The indicator measures the share of 15-year-old students failing to reach level 2 (?basic skills level?) on the PISA scale for the three core school subjects of reading, mathematics and science. The proportion of children and young people at the end of lower secondary education, who register the minimum level of skills represents the percentage of children and young people at the end of lower secondary education, who have obtained at least a minimum level of competence in reading and mathematics. SDG 4 Quality education: the indicator measures the implementation of target 4.3 on ensuring that all pupils acquire the necessary skills and knowledge to be able to promote sustainable development, including through education for sustainable development and sustainable lifestyles, human rights and gender equality, to promote a culture of peace and non-violence, and to appreciate cultural diversity and the contribution of culture to sustainable development. The indicator is part of the EU Sustainable Development Goals (SDG) indicator set. The EU target for the share of low-achieving 15-year-olds in reading, mathematics and science as measured by this SDG indicator is set to be less than 15% by 2030. |

Methodology |
The data stem from the Programme for International Student Assessment (PISA), a triennial international survey which aims to evaluate education systems by testing the skills and knowledge of 15-year-old students. The indicator measures the share of 15-year-old students failing to reach level 2 (?basic skills level?) on the PISA scale for the three core school subjects of reading, mathematics and science. Calculation method: the number of children and/or young people in a certain stage of education n in year t who reach or exceed the predefined level of competence in field d, as a percentage of the number of children and/or young people in stage of education n, in year t, who are at any level of competence in the field d. |

PISA (Programme for International Student Assessment) is an international comparative study initiated by the Organization for Economic Co-operation and Development (referred to as the OECD) in order to measure the development of basic skills of 15-year-old students who are at the end of compulsory education, in three main fields: reading, mathematics and science.
