Definition |
The number of victims of trafficking in human beings per 100,000 inhabitants is the total number of victims of trafficking in human beings who have been identified by the institutions empowered for preventing and combating trafficking in human beings, divided to the resident population on 1st July of the reference year, multiplied by 100,000 inhabitants and is expressed in trafficked persons/100,000 inhabitants. |

Methodology |
Trafficking in human beings means the acts provided for in Art. 210 and Art. 211 of the Criminal Code. Art. 210 - Trafficking in human beings is the recruitment, trans-portation, transfer, harbouring or receipt of persons for exploita-tion purposes committed: a) by means of coercion, abduction, deception or abuse of author-ity; b) by taking advantage of the inability of a person to defend them-selves or to express their will or of their blatant state of vulnerabil-ity; c) by offering, giving and receiving payments or other benefits in exchange for the consent of an individual having authority over such person.
Art. 211 - Trafficking in underage persons represent the recruit-ment, transportation, transfer, harbouring or receipt of a minor for the purpose of his/her exploitation shall be punishable by no less than 3 and no more than 10 years of imprisonment and a ban on the exercise of certain rights.
The category ?other forms of exploitation? refers to forcing victims to commit theft, attempted of exploitation of any kind, re-trafficking of victims. The total number of victims also includes victims with Romanian citizenship subjected to trafficking in human beings on the territory of other states, or foreigners identified as victims of trafficking in human beings in Romania. |
