Definition |
At-risk-of-poverty or social exclusion rate (AROPE-new definition) is a composite indicator adopted at the level of the European Union, to promote social inclusion and reduce poverty, which was revised in 2021 to monitor the Europe 2030 target on poverty and social exclusion and represents the share of people at risk of poverty or social exclusion, in the total population. The persons who are the object of the AROPE indicator are those in at least one of the following situations: - at risk of poverty, meaning below the poverty threshold; - in severe material and social deprivation; - living in a household with very low work intensity (for people between 0-64 years old). Severe material and social deprivation refers to people and households who, due to lack of financial resources, cannot afford 7 of the 13 essential components for a decent life (six at the individual level and seven at the household level), such as: - capacity to face unexpected expenses; - capacity to afford paying for one week annual holiday away from home; - capacity to being confronted with payment arrears (on mortgage or rental payments, utility bills, hire purchase instalments or other loan payments); - capacity to afford a meal with meat, chicken, fish or vegetarian equivalent every second day; - ability to keep home adequately; - have access to a car/van for personal use; - replacing worn-out furniture; - having internet connection; - replacing worn-out clothes by some new ones; - having two pairs of properly fitting shoes (including a pair of all-weather shoes); - spending a small amount of money each week on him/herself; - having regular leisure activities; - getting together with friends/family for a drink/meal at least once a month. People living in households with very low work intensity refer to people (up to 64 years old) in households where working-age adults (18-64 years old) have had an activity equivalent to less of 20% of their work potential in the last year. The following categories are excluded: - the students aged 18-24 years; - declared retirees or those who receive any other pension except those with survivor's pension; - inactive people aged 60-64 years. |

In order to monitor the implementation of the Goals of the Europe 2020 Strategy on poverty and social inclusion, the European Union adopted in 2008 the AROPE indicator - a composite indicator to promote social inclusion and reduce poverty, representing the share of people at risk of poverty or social exclusion, in the total population. The persons who are the object of the AROPE indicator are those in at least one of the following situations: 1) at risk of poverty, meaning below the poverty threshold; 2) in a situation of severe material deprivation; 3) living in a household with very low work intensity.
The data related to the AROPE indicator, estimated based on the definition adopted for monitoring the implementation of the Goals of the Europe 2020 Strategy, can be found by accessing the matrix TAC0113 (Goal 1, Target 1.1) or the matrix TLE1017 (Goal 10, Target 10.1).
The indicator At-risk-of-poverty or social exclusion rate (AROPE-new definition) was revised in 2021 to monitor the Europe 2030 target on poverty and social exclusion and represents the share of people at risk of poverty or social exclusion, in the total population. In order to monitor the implementation of the Target of the Europe 2030 Strategy on Poverty and Social Inclusion, Eurostat has created new indicators for social inclusion and recalculated the series for the period 2015-2020.
