Definition |
The indicator provides information on the number of thermally rehabilitated residential buildings through the Multiannual National Program on increasing the energy performance of apartment buildings carried out according to GEO 18/2009, with subsequent amendments and completions.
Rehabilitation of buildings ensures the improvement of the energy performance of the existing building stock, the increase of energy efficiency of buildings is considered to have a substantial contribution to achieving the objectives of reducing greenhouse gas emissions and improving air quality.
The national thermal rehabilitation program is addressed to homeowners' associations that want to increase the energy performance of apartment buildings.
The indicator is used to monitor progress towards SDG 7 on clean and affordable energy. |

Methodology |
The indicator is calculated by centralizing the investment objectives completed starting with 2009 for the Multiannual National Program regarding the increase of the energy performance of the blocks of flats developed according to GEO 18/2009, with the subsequent modifications and completions. Currently, the Ministry of Development, Public Works and Administration has in progress 3 multi-annual financing programs carried out in accordance with GEO no. 18/2009, with subsequent amendments and completions, as follows: - "Multiannual national program on increasing the energy performance of apartment buildings" with funding for 2019-2021 - "Multiannual national program on increasing the energy performance of apartment buildings" with funding for the period 2020-2022 - "National multi-annual program on increasing the energy performance of apartment buildings" with funding for the period 2021-2023. Until 2019, the program took place annually. |
