Definition The indicator measures the number of researchers (equivalent to full-time equivalent) involved in research-development activity in the public / government performance sectors, higher education and university clinics, private non-profit and business sector of performance, per 1 million inhabitants (resident population).

Methodology Researchers are engaged in the design or creation of new knowledge, new products, processes, methods and systems, as well as the management of those projects.
This category includes scientific researchers, teaching and research staff from the university education involved in research activities, management staff who carry out activities for planning and managing the scientific and technical aspects of researchers' works, as well as doctoral students engaged in research projects, research and development, higher education graduates with doctoral training or scientists.
