Definition |
Social/welfare benefits are a form of supplementing or substituting individual/family income gained from work, in order to ensure a minimum standard of living, as well as a form of support to promote social inclusion and increase the quality of life of specific categories of people whose social rights are expressly provided for by law. Non-refundable aid is a form of international protection granted by the Romanian State, under conditions established by Government decision, the amount of which is related to the reference social indicator, for a maximum period of 12 months, in the case the asylum seekers are deprived of the necessary means of subsistence due to objective reasons. The Ministry of Labour and Social Solidarity considers such a benefit as aid granted to persons who have acquired refugee status or subsidiary protection granted by the Romanian state. Methodology |
The specific legislative framework is based on Law no. 122/2006 on asylum in Romania, respectively GD 1251 for the approval of the Methodological Regulations for the enforcement of Law no. 122/2006 on asylum in Romania; art.20 para. (5^1): the amount of aid is set at 1.08 ISR. (540 lei). It is granted in a fixed amount per person under the conditions of eligibility that are found in the structure of the legislation, for an initial period of 6 months, subject to extension up to 12 months. |

Aid is granted to persons who have acquired refugee status or subsidiary protection granted by the Romanian state (total number of beneficiaries), for a maximum of nine months, subject to extension for a maximum of three months, no reimbursement obligation. Payments are done on a monthly basis, subject to the fulfilment of the eligibility conditions, according to the reference legislation. Payments (including the number of beneficiaries) are published quarterly on the MMSS website; monitoring is carried out by the National Agency for Payments and Social Inspection (ANPIS).
