Definition |
The number of petitions on discrimination refers to the number of allegations (petitions) submitted to the National Council for Combating Discrimination (CNCD). The number of findings of discrimination refers to the number of discrimination allegations admitted by the National Council for Combating Discrimination (findings of discrimination) following the analysis of each petition received. The share of findings of discrimination in the totality allegations (petitions) submitted is calculated by dividing the number of findings of discrimination to the total number of allegations (petitions) received by CNCD multiplied by 100, and expressed as a percentage. |

Methodology |
In Romania, discrimination is regulated by the Government Ordinance No. 137/2000 with subsequent amendments and completions. Discrimination means any difference, exclusion, restriction or preference, based on race, nationality, ethnicity, language, religion, social status, beliefs, sex, sexual orientation, age, disability, chronic non-communicable disease, HIV infection, belonging to a disadvantaged category, as well as any other criterion having as its purpose or effect the restriction, removal of the recognition, use or exercise, on equal terms, of human rights and fundamental freedoms or of rights recognized by law, in the political, economic, social and cultural or any other field of public life. |
