Definition |
Government debt is defined as the total consolidated gross debt in nominal terms at end of period for the following categories of government liabilities (defined in ESA2010): currency and deposits, securities other than shares excluding financial derivatives, loans and includes: - full government debt, except for loans from the general current account of the state treasury. - loans contracted directly by the state and under borrowing from local public administration authorities. - guaranteed loans that according to the normative act of approval are paid from the state budget or from own sources and in addition from the state budget, as well as guaranteed loans for which successively (3 times) the Ministry of Finance, as guarantor paid into the account beneficiary. - loans contracted in their own name by economic operators, which according to the EU methodology are included in the public administration sector according to the 50% rule. The indicator is calculated as the ratio of total government gross debt at nominal value outstanding at the end of the year to GDP at current market prices. |
