TPR1432 - Target 3 - Economic - The value of exports and imports of fish and crustaceans, molluscs and other aquatic invertebrates, by intra-EU and extra-EU areas 
Definition Exports of goods include all goods that, for a fee or free of charge, leave the economic territory of the country for the rest of the world.
Imports of goods include all goods that, for a fee or free of charge, enter the economic territory of the country from the rest of the world.
The balance of the FOB / CIF trade balance is calculated on the basis of the value of the FOB export and the CIF import, as the difference between them. The negative value of the trade balance is called the deficit, and the positive balance is called the surplus.
FOB price (Free on Board) represents the price at the border of exporting country, and includes the value of the commodity, all transport expenditures to the shipping point, as well as all the fees for the commodity to be loaded on board.
CIF price (Cost, Insurance and Freight) represents the price at the border of the importing country and includes both the components of the FOB price and the cost of the insurance, as well as the cost of the international transport. 
Periodicity Annual 
Data sources 1. For the intra-EU trade: The Intrastat statistical declarations collected by the National Institute of Statistics (NIS) directly from economic operators with an annual value of intra-EU export or/and intra-EU import of goods equal to or more than the value of the Intrastat statistical thresholds set for each flow and reference year and which meet the conditions stipulated in Law no. 422/2006. The percentage of collected data was over 95% of the total volume of trade, for both intra-EU import and export of goods. Data estimations were performed by the NSI for the rest of the 5.0 %, representing the trade value below the Intrastat thresholds and non-responses.
2. For the EXTRA-EU trade: The National Agency for Fiscal Administration (NAFA) which collects and processes export and import customs declarations. The economic operators authorized for simplified customs procedures send to NIS export/import data through a statistical form with a predetermined structure.
3. Data on the international trade of goods with electricity and natural gas are collected by the NIS on statistical forms from the importing/exporting companies and from network operators (CN Transelectrica SA and SNTGN Transgaz SA). The transit of electricity and natural gas transported by pipeline is not included in the international trade with goods statistics. 
Methodology The statistics of the international trade with goods are compiled by cumulating data from Intrastat and Extrastat systems:
- Intrastat system: for intra-EU trade (exchange of goods between Romania and other Member States of the European Union);
- Extrastat system: for extra-EU trade (exchange of goods between Romania and states which are not members of the European Union).
The intra-EU trade includes the dispatches of goods from Romania to other Member States of the EU and the arrivals in Romania having as country of dispatch another Member State of the EU.
The dispatches from Romania include:
- goods released for free circulation which leave the statistical territory of Romania with another Member State of the EU as destination;
- goods placed under custom procedure of active processing (within the country) or processing under custom control procedure in Romania with destination other Member States.
The arrivals in Romania include:
- goods released for free circulation in a Member State of the EU which enter the statistical territory of Romania;
- goods placed under custom procedure of active processing or processing under custom control procedure in other Member State of the EU which enter the statistical territory of Romania.
The extra-EU trade includes the exchange of goods between Romania and states which are not members of the EU are included, having as object: direct import of goods for consumption, imported goods released from custom warehouses or free zones for consumption, export of national goods and export of goods imported declared for internal consumption.
The following are also included:
- temporary import of foreign goods for active processing (within the country);
- export of compensatory products which result following the active processing;
- temporary export of goods for passive processing (processing outside the country);
- import of compensatory products which result following processing outside the country and imported or exported goods for financial leasing (at total value of goods).
- quasi-export, for which customs declarations are lodged at national frontier, related to international transactions of non-resident companies.
Data for European Union (EU) refers to EU 27 (2020 structure).
