Definition |
The number of victims aged under 18 years, subjected to trafficking in human beings is the total number of underage persons identified by the institutions responsible for preventing and combating trafficking in human beings, as victims of trafficking in human beings, for the purpose of exploitation, whether or not the juvenile has given his consent. |

Methodology |
Trafficking of underage persons is specified in Art. 211 of the Criminal Code. Art. 211 - Trafficking in underage persons means the recruitment, transportation, transfer, harbouring or receipt of a juvenile for the purpose of their exploitation. The consent expressed by an individual who is a victim of traffick-ing does not represent an acceptable defence. The category "other forms of exploitation" refers to forcing victims to commit theft, attempted of exploitation of any kind, re-trafficking of victims. The total number of victims also includes victims with Romanian citizenship subjected to trafficking in human beings on the territory of other states, or foreigners identified as victims of trafficking in human beings in Romania. |
