Definition |
The function of social protection is defined in terms of the ultimate goal that social protection aims to achieve, namely to protect individuals and families/households against the identified major social risk. Social protection benefits are classified into eight social protection functions, corresponding to the eight major social risks identified by ESSPROS. The social protection functions are: - sickness/health care; - disability; - old age; - survivors; - family/children; - unemployment; - housing; - social exclusion (not elsewhere classified). Social protection expenditure includes: - expenditure on social benefits; - administrative costs; - other types of expenditure (e.g., bank interest related to social funds). Expenditure on social benefits represents the value of social protection resources allocated to beneficiaries in cash or in kind (goods and/or services). Administrative costs refer to the expenses involved in organizing and managing social protection schemes. Means-tested benefits are those granted conditionally, i.e., if the beneficiary's income level is below a predetermined threshold. Non-means-tested benefits are those granted unconditionally, regardless of the beneficiary's income level. |

Methodology |
a) Regulation (EC) No. 458/2007 of the European Parliament and of the Council of 25 April 2007 on the European System of Integrated Social Protection Statistics (ESSPROS);
b) Commission Regulation (EC) No. 1322/2007 of 12 November 2007 implementing Regulation (EC) No. 458/2007 of the European Parliament and of the Council on the European System of Integrated Social Protection Statistics (ESSPROS) concerning appropriate modes of data transmission, the results to be transmitted, and quality measurement criteria for the core system ESSPROS and the pension beneficiaries module;
c) Commission Regulation (EC) No. 10/2008 of 8 January 2008 implementing Regulation (EC) No. 458/2007 of the European Parliament and of the Council on the European System of Integrated Social Protection Statistics (ESSPROS), concerning definitions, detailed classifications, and updating of dissemination rules for the core system ESSPROS and the pension beneficiaries module.
The social protection functions are:
- sickness/health care;
- disability;
- old age;
- survivors;
- family/children;
- unemployment;
- housing;
- social exclusion (not elsewhere classified).
1. The SICKNESS/HEALTH CARE function includes:
- cash benefits that partially or fully compensate for the loss of individual income due to temporary incapacity for work, due to illness or accident;
- the cost of medical care provided to maintain, restore, or improve the health status of sick individuals.
Social benefits under this function include: sick leave allowances, all forms of medical assistance, and pharmaceutical products provided free of charge.
2. The DISABILITY function - social benefits include:
- cash or in-kind benefits provided to compensate for income loss for individuals who have not yet reached the standard retirement age and whose work capacity is reduced due to physical or mental conditions;
- rehabilitation benefits for people with disabilities;
- goods or services, other than medical care, for persons with disabilities.
3. The OLD AGE (PENSIONS) function includes social protection benefits, in cash or in kind, for the elderly.
Medical care provided to the elderly is only included in the SICKNESS/HEALTH CARE function.
In data processing, the age criterion is applied; this means transferring social protection benefits from the DISABILITY function to the OLD AGE (PENSIONS) function if the beneficiaries are older than the standard retirement age.
4. The SURVIVORS function includes social protection benefits, in cash or in kind, granted to individuals who have not reached the standard retirement age and who have lost their spouse or close relatives, and who are entitled, under existing legislation, to receive the above-mentioned benefits.
5. The FAMILY/CHILDREN function covers social protection benefits (other than health care) that provide financial and/or in-kind support in situations such as pregnancy, childbirth or adoption, maternity, raising and caring for children or other family members. This also includes social benefits granted to children in difficulty.
6. The UNEMPLOYMENT function includes benefits that:
- partially or fully compensate for income loss due to individual and/or collective layoffs;
- provide income for graduates seeking their first job;
- contribute to the integration of unemployed persons into the workforce.
7. The HOUSING function covers social protection benefits resulting from public interventions aimed at supporting families with incomes below a certain threshold and covering certain housing-related expenses (rent, maintenance, etc.) for these families.
8. The SOCIAL EXCLUSION (not classified elsewhere) function includes social benefits in cash or in kind, aimed at combating social exclusion and targeting disadvantaged or socially marginalized groups.
In general, the target groups are: low-income individuals, migrants, refugees, drug-dependent persons, alcoholics, victims of natural disasters, victims of violence, etc.
This function has a residual character as it covers all social protection benefits that have not been included in any of the other seven functions. |
