| Methodology |
The minimum cost standards are adopted and approved by the Romanian Government by decision. The minimum cost standard for social services presents the value scales in order to ensure a unit cost per type of service at the same level of quality, depending on the needs of the beneficiaries. The cost standard calculated at national level for a beneficiary/type of social service represents the normative costs used to determine the amounts allocated to local budgets from certain state budget revenues for the provision of social services, in accordance with the minimum quality standards in force for the social service in question. The minimum cost standard is provided for: a) social services for the protection and promotion of children's rights; b) social services for the protection and promotion of the rights of adults with disabilities; c) residential social services for the elderly; d) social services for the home care of the elderly; e) social services for the prevention and combating of domestic violence. |
